21appropriation funds it recovers under s. 48.569 (2) (b), from prior fiscal year audit
22adjustments. Except for amounts authorized to be carried forward under s. 48.565,
23all funds recovered under s. 48.569 (2) (b) and all funds allocated under s. 48.563 and
24not spent or encumbered by December 31 of each year shall lapse to the general fund

1on the succeeding January 1 unless carried forward to the next calendar year by the
2joint committee on finance.
